Abstract

Propuesto por algunos como uno de los instrumentos básicos de la planeación el análisis costo beneficio(ACB) ha estado sujeto a una intensa campaña de promoción originada tanto en los círculos académicos como en los organismos multilaterales de desarrollo. Po otro lado, sus críticos han hecho hincapié en las limitaciones existentes para tener en cuenta aspectos tales como efectos inidrectos, factores externos y aprendizaje. La mayoría de sus defensores y sus opositores no han dedicado la misma atención a una exposición detallada de los fundamentos del ACB y a una definición de los conceptos utlizados con base directa en dichos fundamentos...
