Comentarios al ensayo de Andrew Berg y Jeffrey Sachs

Abstract

Este ensayo constituye una búsqueda interesante de las varaibles estructurales que puedan explicar el hecho de que ciertos países -sobre todo en la América Latina- hayan aumentado considerablemente su endeudamiento externo, lo que condujo a la crisis de la deuda de los años ochenta. En vista de la importancia de los países latinoamericanos para la "variabilidad" de la muestra me concentraré en estos países. Estoy de acuerdo con los "instintos" básicos de los autores, o sea con la búsqueda de una explicación importante en las fuerzas de la economía polítca. Sin embargo, el análisis de la política económica del ensayo me parece casi excesivamente mecánico y las variables explicativas muy rudimentarias. En primer lugar los determinantes de los déficit fiscales descritos en el ensayo abarcan todas las situaciones. Es difícil identificar la otra hipótesis, es decir, los aspectos políticos que conducen a una política fiscal disciplinada...
