Abstract

El grado conveniente de apertura de una economía nacional a los productos y el crédito del extranjero es un antiguo problema: en gran medida las conflictivas respuestas de mercantilistas y antimercantilista permanecen con nosotros después de 300 años. Para los países en desarrollo siempre se ha planteado la controversia acerca de la apertura a los productos, pero en los años setenta se agudizó dicha controversia cuando eminentes teóricos del comercio internacional se orientaron a la asesoría política. A partir de la publicación de un libro llamado Industry and Trade in Some Developing Countries, de Little, Scitovsky y Scott(1970), la noción de que la liberalización del comercio exterior es una estrategia de desarrollo óptima ha llegado a dominar la corriente principal...
