El papel de los Spending Review en la institucionalización de la evaluación en España: ¿qué debemos esperar?

Abstract

El reciente marco normativo aprobado para la institucionalización de la evaluación de políticas públicas en España constituye un hito de obligado cumplimiento para la mejora de la calidad de las finanzas públicas. Aunque la nueva Ley recoge el testigo de años de experiencias satisfactorias y fallidas, se enfrenta a retos de calado que determinarán su grado de éxito. En este sentido, los Spending Review o revisiones del gasto público, constituyen una herramienta que sirve de referencia para extraer lecciones. Por ello, el objetivo de este artículo es triple. Por un lado, conocer el origen de los Spending Review en el contexto comparado, así como la evolución de sus objetivos, tratando de extraer las mejores prácticas. Por otro lado, realizar un balance de hitos y metas alcanzados por estos, y, por último, identificar los riesgos institucionales a los que se enfrenta la norma, tratando de encajar el rol que tanto los Spending Review como AIReF puedan tener para capitalizar su experiencia.
