Abstract

Although the damaging effects of noise on human health had been recognized since the seventies, the European Environmental Policy had been focused in specific transport emissions, such as the gases of the greenhouse effect or the suspension particles. It was the approval of the law by the European Board regarding ambient noise that marked the start of a new stage in environmental policy, where noise pollution has a prominent place. The aim of this article is to establish guidelines for the inclusion of the effects of noise caused by the transport infrastructures to the cost-benefit analysis, thus providing the public institutions with an effective tool to be able to prioritize public investment of higher social profitability. The results of a case study corresponding to the noise caused by the motorway as it passes by the borough are presented by way of illustration.
