Programación y evaluación pública: un triángulo complejo

Abstract

The theoretical development of the public politics evaluation has been centred on the elaboration of tools and methodologies of analysis of isolated programmes and projects. The present public programmes are characterised by what could be called «a complex triangle of relations» where are encountered the multiple dimension relating to a sector that pretend to cover the public supervision of this nature, the heterogeneous nature and the multiplicity of the concerned in a programme and the different administrative scales in charge of the management and the fulfilment of the actions and its politic structure. Moreover, the interrelation between these three elements adds more complexity to the object of the evaluation. With the aim to demonstrate the complex nature of the evaluation, it has been selected in this article two cases of study: the evaluation of the Equal Initiative Community in Andalusia and the evaluation of the municipal politics of housing in Seville.
