Abstract

Since January 1st, 2003, any consumer of electric power may opt between contracting in the liberalized market, directly or through power marketers, or staying in the tariff-regulated market. The relevance of this fact for the power system development, and for the implied agents, will depend to a great extent on the structure and level of the transmission charges. In this paper we study the present regulation, and its antecedents. We argue that the current scheme does not facilitate the emission of economic signals about location and volume useful for future investments in network expansion.
