Abstract

The economy of knowledge and learning stems from evolutionist and institutionalist theoretical premises and provides a global and dynamic vision of innovation systems, emphasising the organisational dimension of the process of innovation. This article analyses some of the implications that these theoretical developments have in the (re)formulation of public policies towards technological development, and pretends to contribute to the discussion about the new rationality on which public action in this field is based.
