La reforma del estado de bienestar en Gran Bretaña

Abstract

The present article is a report on the discussion and lines of transformation of the Welfare State that are being developed at present in Great Britain, impelled by Tony Blair's new Labour Government. After presenting the general modernising strategy of New Labour -economic modernisation, educational modernisation and modernisation of the welfare system-, the author focuses on three principal aspects: the analysis of ideas for reform of social protection mechanisms; the description of concrete reform proposals of the social benefits, and the different measures undertaken to improve the levels of potential employment of the population (New Deal contracts, minimum salary, Working Family Tax Credit and tax exemption cut offs). The article concludes with the discussion of some of the problematic aspects of the adopted strategy, with special reference to internal contradictions generated between groups that defend the Welfare State and the ideological limits of the proposal of the new leaders of the European left with respect to the 'end of assistance'.
