Cambios en la política de defensa de la competencia y política industrial

Abstract

Competition Policy (CP) is one of the means available to the public sector to allow markets to operate more competitively. New developments in the theory of industrial organization and empirical evidence suggest that in order to interpret and apply this Policy correctly, it is essential to distinguish whether the behaviour of agents attempts to eliminase competition through strategic practices, or whether they promote an improvement in efficiency. The relationship between CP and Industrial Policy (IP) is complex. The CP may help to create a more appropriate set of criteria for the use of public resources in IP activities. However, giving priority to CP over any IP action is the same as converting an instrument (the competitive market) into an objective (e.g., economic development).
