Abstract

In the article we propose the L.E.D. as the integrating concept for territorial and urban planning and for economíc planning. The operability of this concept requires previous political conditions which can be summed up in a re-balancing of public powers (E.E. C., States, Regions and Municipalities) with the aim of bringing citizens nearer to the use of power and integrating them in same. We are of the opinion that it is necessary to introduce economic logic ínto zoning and land management and spatial logic into economic planning. An authentic transformation would be the integration of these two planning processes.
