Formation of the revenue part of the budget: results, problems and prospects

Abstract

The author considers the key problems of the formation of the budget's revenue part in Ukraine during the transitionary period. Special attention is given to efficiency of the use of tax exemptions for individual branches, their influence on the stabilization of budget revenues, and overall promotion of the innovative economic development. The article presents an economic justification of expansion of VAT base in accordance with the growing demand for realty. The author analyzes principal requirements as regards the advisability of the use of tax preferences, as well as the problems and ways to improve this country's depreciation and rent policies in Ukraine.
