Formation of Export-Oriented Model of Economic Development: Chinese Experience

Abstract

The author considers the process of shifting from the import-substitution trade strategy over export-oriented development strategy in China during the period of economic reforms since 1978: initial conditions, stages, sequence and the interaction with other reforms. The article provides an assessment of the effects of several policy instruments adopted for export promotion, such as export subsidies, foreign exchange retention privileges, exchange rate devaluation, tax exemption, and the influence of import liberalization on export development. The author discusses the rights and obligations resulting from the participation of China in World Trade Organization.
