Turkiye’de Kamu Harcamalarýinin Ekonomik Buyume ve Yatirimlar Uzerine Etkilerinin Analizi (1980–2005)

Abstract

Iki sektorlu uretim fonksiyonundan hareketle kurulan modeller ile Turkiye’de toplam kamu harcamalarinin ekonomik buyume ve toplam yatirimlar uzerindeki etkileri bu calismada arastirilmistir. Kamu harcamalarinin toplam yatirimlar uzerindeki etkileri dislama etkisini ortaya koymaya yoneliktir. Kamu harcamalari, ekonomik siniflandirma olcutune gore cari, transfer ve yatirim harcamalari seklinde dikkate alinmistir. Calismada, kamu harcamalarindaki artisin ekonomik buyumeyi olumsuz etkiledigi ve incelenen 1980-2005 doneminde ozel sektorun faktor verimliliginin kamu sektorunden daha fazla oldugu sonucuna ulasilmistir. Ayrica, kamu harcamalarindaki artisin kisa donemde, pozitif dissalliklar sayesinde toplam yatirimlari olumlu etkiledigi, uzun donemde de kamu buyuklugunde meydana gelen artis nedeniyle toplam yatirimlar uzerinde dislama etkisi yarattigi bulunmustur.
