Turkiye’de Yatirim Tesvikleri ve Sabit Yatirimlarin Istihdam Uzerine Etkisi: Panel Veri Analizi

Abstract

Tesvikler, uzun sureden beri gelismis ve gelismekte olan ulkelerde ulkenin refahini arttirmak ve bolgesel dengesizlikleri ortadan kaldirmak icin hukumetler ve karar alicilar tarafindan izlenen ekonomik politika araclarindandir. Devlet, tesvikler sayesinde kendi butcesiyle yatirim yapamadigi yerlere ozel tesebbusun imkanlarini kullanarak yatirim yapilmasini saglayabilmektedir. Bu calismanin amaci, Turkiye’de 2001-2012 yillari arasinda 81 ilde duzenlenen yatirim tesvik belgelerinin ve sabit yatirimlarin istihdama olan etkisini panel regresyon model kullanilarak incelemektir. Bu calismadan elde edilen bulgular hem tesvik sayisinin hem de sabit yatirimlarin istihdam uzerindeki etkisinin istatistiki olarak anlamli ve pozitif oldugunu gostermistir.
