Stratejik Isbirligi ve Stratejik Ortaklik Kavramlarina Karsilastirmali Bir Bakis

Abstract

Stratejik iliskiler guc merkezli uluslararasi politikanin bir gercegi olarak karsimiza cikmaktadir. Bu durum beraberinde stratejik iliskilerin siniflandirilmasi ihtiyacini getirmektedir; cunku stratejik iliskiler asimetrik gibi, kendisini isbirligi ve ortaklik seklinde de gosterebilir. Stratejik isbirligi daha kisa vadeli ve sinirli bir alanda isbirligi anlamina gelirken, stratejik ortaklik ic siyasal uyuma bagli olarak daha uzun vadeli kapsamli hedefler pesinde kosmasi anlamina gelir. Stratejik isbirligi ortaya cikabilecek uyumsuzluklara karsi daha kirilgan iken, stratejik ortaklik daha dayaniklidir. Stratejik ortaklik ile stratejik isbirligi arasindaki ayrimin dogru bir bicimde yapilamazsa stratejik iliskinin cikmaza girdigi durumlar yeterince anlasilamamis olur.
