Ekonomska znanost i ekonomska politika u svjetlu aktualnog trenutka razvoja

Abstract

Hrvatska akademija znanosti i umjetnosti i Ekonomski fakultet Sveucilišta u Zagrebu organizirali su u povodu obilježavanja 90 godina rodenja akademika Jakova Sirotkovica znanstveni skup pod nazivom Razvojna strategija malog nacionalnog gospodarstva u globaliziranom svijetu. Skup je održan u atriju palace Akademije 20. rujna 2012. godine. Na skupu je svoje referate izložilo dvadeset šest znanstvenika svih generacija. Posebnu je pozornost privukao rad Guste Santinija pod naslovom "Fiskalni pakt - dodatno ogranicenje razvoja malog nacionalnog gospodarstva u Europskoj uniji". Za skup sam pripremio referat pod naslovom "Aktivna ekonomska politika mora se oslanjati na odgovarajucu koncepciju i strategiju razvoja". Uvodno izlaganje koje sam izložio na skupu objavljeno je u Ekonomskom pregledu, br. 9-10. iz 2012. godine. U posljednjoj recenici svojeg izlaganja posebno sam naglasio da je djelotvorna suradnja znanosti i ekonomske politike danas potrebnija nego što je u našoj novijoj ekonomskoj povijesti ikada bila. A ta naša (i ne samo naša) novija ekonomska povijest pokazuje da se djelotvorna suradnja ekonomske znanosti i ekonomske politike najbolje ostvarivala na temelju (indikativnog) planiranja. Jer planirati zapravo i ne znaci ništa drugo nego unositi spoznaje ekonomske znanosti u razvojnu i ekonomsku politiku. To treba posebno isticati zbog toga što su najvece i najdublje strukturne promjene gospodarstva Republike Hrvatske ostvarene (u razdoblju društveno-ekonomske reforme iz 1965. godine) na temelju planiranja, što znaci na temelju uske suradnje ekonomske znanosti i ekonomske politike. To je vrijeme kada je Hrvatska u sklopu bivše zajednicke države Jugoslavije ubrojena medu deset novoindustrijaliziranih zemalja svijeta. U tom kontekstu treba podsjetiti i na cinjenicu da je keynesianska ekonomska filozofija, koja je spasila kapitalizam i sprijecila opcu krizu kapitalizma i krah kapitalisticke opcije, uvažavala planiranje kao važan cimbenik svojeg djelovanja.
