Ucinci ekonomske politike u Hrvatskoj u razdoblju 1994. - 2007. godine

Abstract

Središnje mjesto pripada, s obzirom na visok stupanj otvorenosti nacionalne ekonomije, deviznom sustavu i deviznoj politici, s jedne strane, i, s druge strane, poreznom sustavu i poreznoj politici kao bitnim cimbenicima povecanja/smanjenja konkurentnosti nacionalne ekonomije. Izvozna orijentacija znaci i ogranicenje/šansu razvoju nacionalnoga gospodarstva. Fiksiranje tecaja nacionalne valute, za euro ili neku drugu referentnu valutu, znaci da zemlja koja je to ucinila može u kratkom roku drugim instrumentima ekonomske politike dinamizirati razinu gospodarske aktivnosti. Funkcioniranje procesa reprodukcije u Hrvatskoj zasniva se na rastu uvozne ovisnosti svih sektora. Fiksni tecaj kune bio je u funkciji smanjenja kamatnih stopa, rasta poreznih prihoda, ali i rasta deficita robne razmjene s inozemstvom te inozemnog duga. Fiksiranje tecaja kune do sada se nije pokazalo ucinkovitim. Štoviše, fiksni tecaj znatno je utjecao na destrukciju gospodarske strukture, pa je, prema tome, bio, kao što je i sada, ogranicenje gospodarskog razvoja.
