Abstract

The industrial countries of the West have entered a phase of radical change. There is a choice, however: either society continues to drift on the present course of more less random change towards chaos or new forms of leadership emerge to stimulate a constructive transformation and induce an ongoing renewal process Without such a transformation there can be no new growth, n end to recession and no endd t mounting personal pressures. The challenge, particularly for the future of telecommunications therefore, is to bring about a constructive transformation now. Action is needed which is based on an absolutely clear view of the seriousness of the present position and an integrated picture of the many new opportunities. In practice, however, we are comnfroned by many conflicting views of the economic position and the measures that must be taken.
