Data communication and data processing -- a basis for definition

Abstract

The absence of a precise method of distinguishing data communication from data processing functions is complicating the Federal Communications Commission's Second Computer Inquiry and creating a climate of uncertainty in the teleprocessing industry. This article proposes a simple mathematical criterion for distinguishing between these two classes of functions, illustrates its application, and discusses associated regulatory policy issues.
