Universal service and Internet commercialization: Chasing two rabbits at the same time

Abstract

This study examines whether universal service is a feasible value or project within a larger social and economic framework. In particular, the relationships between universal service and Internet commercialization are discussed in terms of promoting competition, technological development, and collecting a universal fund. As long as the commercialization of the Internet is the primary aim of telecommunications policy based on the belief that universal service cannot realized without sacrifice for the viability of Internet commercialization, universal service is likely to be an unobtained goal. In conclusion, the article suggests the government's role in constructing a new electronic environment needs to be reevaluated.
