A charter for the Internet

Abstract

Political skill and legal wisdom are required to promote an international framework of 'ordering principles' for global information networks such as 'Internet' that allows new information services and commercial opportunities to thrive whilst protecting people from potential abuse. Industry must learn to progress further in the field of self-regulation and standardisation, but in partnership with Governments and international organisations. This cooperative effort could form the basis of an effective universal legal or charter for global communications.
