The impact of convergence on regulatory policy in Europe

Abstract

In December 1997, the European Commission published a Green Paper on the regulatory implications of the convergence of telecommunications, media and information technology sectors. The article starts with a look at the consultation process, and goes on to discuss some of the substantive issues raised. Without repeating material already evident in the Green Paper itself, it attempts to clarify the difference between Community and national approaches to regulation. Some ideas on the basis for national regulation are then explored, as are notions of the balance between the application of competition rules and sector-specific regulation in a converged environment.
