Liberalization of telecommunications infrastructure and cable television networks: The European Commission's Green Paper

Abstract

This paper reviews Parts I and II of the European Commission's Green Paper on the liberalization of telecommunications infrastructure and cable television networks. Part I is concerned with the basic principle and timetable to liberalization, and deals with the current regulatory situation and the expected benefits. The second part addresses particular issues arising out of infrastructure liberalization, le universal service, interconnection and interoperability, licensing procedures, conditions for fair competition, employment, and the information society.
