New global network arrangements : Regulatory and trade considerations

New international network arrangements, resulting for example from 'callback' and international simple resale, are allowing entry into markets which have been 'closed' to traditionally facilities-based operations by foreign carriers. These network arrangements have not been addressed in a consistent regulatory manner and the resulting uncertainty is hindering development of global service provision. This article contends that the regulatory considerations can be addressed relatively easily. Trade considerations, however, are likely to be more difficult to resolve. The author suggests a series of bilateral agreements which would utilize the highest common denominator in terms of liberalization and suggests that a US/UK arrangement holds the most promise to begin such a process.
