Abstract

This article describes the work of the UK Office of Telecommunications (Oftel) and its relationships with government and the telecommunications industry. A major part of Oftel's formal remit has been to promote competition, and this has generally been achieved without detriment to social goals. Network competition is now Oftel's main focus--an objective powerfully furthered by the 1992 duopoly review and Oftel's recently tightened interconnection rules. The article concludes with a description of the incentive regulation system to promote efficiency.
