Performance indicators for public telecommunications operators : Will they improve performance?

Abstract

In developing performance indicators (Pls) monitoring agencies have naturally been concerned about how well the Pls will facilitate performance monitoring and assessment. While these are important functions which Pls can perform, it should also be recognized that an important, if not the most important, objective of a system of Pls is that it serves to encourage and assist improved performance. This article discusses what is involved in the development of Pls for telecommunications operators which could serve to promote improved performance and outlines a set of preconditions upon which the effective use of a system of Pls will depend.
