Orbit spectrum policy : Evaluating proposals and regimes for outer space

Abstract

Considerable attention in the literature on orbit spectrum policy has focused on the importance of property rights assignment for the management of the global commons. Little attention has been given to the factors that hinder, or bear costs upon, the attainment of an improved state, not to mention the social optimum. These arise in both common and private property regimes, and they tend to create efforts by parties to a regime to attain greater ownership and/or control of property rights. The problem arises as to how to choose among alternative suggestions for managing the orbit spectrum resource. A conceptual framework is suggested for evaluating the gamut of possible governance structures.
