Economic aspects of telephone network development : The USSR plan

Abstract

While industrialists in the developed world grapple with problems of market saturation, two-thirds of the Earth's population still have no access to a telephone service. Developing countries are caught in a vicious circle of low per capita GNP and low investment in telecommunications because the cost of service provision is too high. This article describes the USSR's plan to put a telephone in every home by the year 2000 using a 32 kbps digital switching system. It is cheap and adequate to the needs of the mass consumer; moreover, combining two or more circuits allows the transmission of any volume and complexity of information.
