Abstract

Telecommunications are playing an increasingly central role in development projects; at the same time donor countries such as FR Germany are moving towards the promotion of self-sufficiency and commercial principles in Third World countries. The Technological Information Pilot System, an international South-South technology and trade information network which has been in existence for 10 years, has useful experience to offer in these respects. This article outlines the network's history and describes its structure and functions and the services it offers.
