Towards greater competition in Singapore's telecommunications

Abstract

In Singapore, as elsewhere, the telecommunications sector has been identified as a candidate for privatization. This article discusses several unique features of Singapore's economy which have promoted an active public sector. Singapore Telecom had its beginnings in the nationalization of a private telephone company, and now embraces postal services as well. It has proved to be competitive and innovative, responsive to customers' needs and highly profitable. Telecommunications services have been liberalized, which may weaken the traditional arguments for privatization but may alternatively be seen to pave the way for marketization. The only strong argument for privatization, the authors find, is that it would increase the scope of the local stock market.
