Telecommunications and economic development : An incipient rhetoric

Abstract

The post-divestiture era and clear internationalization of the US economy have brought with them startling new developments in telecommunications industries. However, the battle cry of 'privatization' in Europe and 'competition' in the USA accompanying them carry an array of justifications whose terms and assumptions too often go unchallenged. In fact, similar language has been encountered before in the service of other technology revolutions, but our short memories and national habit of rationalization have buried it too soon. Perhaps an exhumation is in order.
