The evolution of the policy and regulatory framework in the UK

Abstract

Corporations, government and users are emerging from the turbulent 1980s with greater clarity of vision as to what the role of telecommunications will be in the new global economy. This article discusses how among all the European nations the UK is in the vanguard of change. The UK was among the first countries to capitalize on the divestiture of AT&T and developed a 'duopoly policy'. Chinks are now appearing in this which will bring about great competitive forces and affect developments in the EC and worldwide. The author examines recent regulatory reviews, forthcoming legislation and future decision points in the UK, and assesses how the lessons learned in the UK might be applied to the rest of Europe.
