PanAmSat's proposed entry into the UK : Some implications

Abstract

UK policy on competition in telecommunications markets had pressure put on it to evolve by PanAmSat, which hoped to enter the UK market. This article examines the relative positions of the USA and the UK vis-à-vis innovation in telecoms regulation. It analyses the evolution of UK competition policy, the role of Professor Carsberg and Oftel in allowing PanAmSat to pass through the regulatory needle, and future implications of the pro-competition leanings of the UK.
