Abstract

•This study estimates the cost of a CBA for a private project developer.•Shareholder theory and stakeholder theory are explored in the context of CBA offers.•The cost of a CBA is compared to expected cost of conflict.•Case study focuses on the Mary River Inuit Impact and Benefit Agreement.•Mary River IIBA has low cost and marginal impact on project viability.
