Abstract

Balance of Care is a computer-based policy analysis tool that has been developed to aid the joint planning of health and local authority services in England. A case study is presented on its application within the West Midlands region of the National Health Service. As well as giving a description of the important steps in the project, the case study incorporates observations on factors which can lead to success, or failure, in the application of Operational Research concepts.
