Abstract

This study develops a conceptual model for strategic telecommunications planning and empirically validates the model using data collected from a field survey of practising telecommunications managers. The study also investigates the relationship between the quality of the planning process and other organizational factors such as the quality of business planning, the participation of telecommunications manager in business planning, and the participation of user and top management in telecommunications planning. The results of the study provide sufficient support to validate the model. The study identifies five dimensions for the planning process that reasonably matched with three of the dimensions in the conceptual model. The results also found the participation of telecommunications manager in business planning, and the participation of user and top management in telecommunications planning improved the quality of the planning process.
