Charging for airports

Abstract

BAA is alone amongst airports in having operated a comprehensive marginal-cost-based policy for charging airlines to use its airports. This paper reviews the history of this radical approach, including peak surcharges and fixed fees for runway use. It sets out the theoretical rationale for the policy, the problems associated with translation into specific prices, and the scale and basis of the resistance to the charges from airlines. It concludes by setting out BAA's new policy, taking into account of both economic pressures and the preferences of its customers.
