Abstract

The energy demand in Lithuania's residential sector is very high. While the potential for saving energy in this sector is large, significant barriers to energy efficiency remain. Removing or ameliorating these barriers will be difficult since these are systemic barriers that require societal change. This article analyzes the barriers and offers several recommendations for promoting energy efficiency in Lithuania. Also, a proposal for short- and medium-term strategies for implementing such policies is proposed.
