Kuwait's approach to mandatory energy-conservation standards for buildings

Abstract

Although Kuwait is rich in energy resources, a review of the growth in energy demand indicates a clear and indispensable case for energy conservation, particularly in the building sector. The Ministry of Electricity and Water's response to the situation was manifested by the introduction of guidelines in 1980, followed by a set of regulations and mandatory standards (code of practice) in 1983 for energy conservation in buildings. Kuwait's approach and experience in the development, introduction and implementation of energy-conservation standards is presented. Estimates for the potential savings realizable through implementation of the standards are reported and compared with the prevailing pattern of energy demand. The successes and difficulties in implementing the code are discussed.
