Control concepts in conservation supply

Abstract

Motivated by rising electricity generation costs, threats of added environmental costs, and increasing uncertainty in sales/revenues, energy utilities are now (1988) seriously considering demand-side management for strategically controlling electricity consumption. This paper is a review of technical concerns in a least-cost conservation supply program, with particular attention to the implementation control aspects to reach a pre-specified utility planning horizon supply level. Some implementation technicalities are developed that will give energy-service utilities control of conservation programs to continue the cost minimization process begun by supply-curve measure-ranking.
