Basic principles of energy policy in the U.S.S.R

Abstract

Saved energy is viewed in our country as an energy resource of paramount importance, and energy-saving policy lies at the basis of the entire national energy program. There are two components to this policy. One component is energy saving as such, through the introduction of energy-saving technologies and advanced equipment to reduce losses of all kinds and thereby achieve higher efficiency in energy end use, and through changes in the production structure in favor of less energy intensive industries. Total annual savings achieved during the remaining years of this century will amount to 540–580 million tonnes of coal equivalent to (tce), or 1.6–1.7 × 1019 J.
