An American Perspective on Australia’s Green Paper on Higher Education

Abstract

This paper begins by characterising the Green Paper and elaborating on questions it raises. It then re-examines the targeted expansion of higher education, concluding that Australia’s enrolment and graduation rates in higher education, rather than lagging behind, already equal those of the United States. Indeed, its expansion target is understated because, unlike the United States, Australia has no student fees to deter enrolment by less affluent young people. These shortcomings seriously undercut the Green Paper’s call for increased efficiency in higher education to finance the enrolment expansion it advocates.
