Monitoring and targeting in buildings: Principles, programs and processors

Abstract

This paper concentrates on one aspect of the organizational and management [`]software' side of energy conservation, namely monitoring and targeting. It examines the background to the development of energy monitoring and targeting as a management tool. It briefly reviews the management background to the use of monitoring and targeting systems and compares their use to other management-information systems. The practical questions that must be faced in setting up a system are dealt with, namely; getting data, frequency of monitoring, choice of units, choice of base year and the method of targeting. The question of whether to use a computer based system is also considered. Finally the linkage between monitoring and targeting and organizational design are reviewed.
