Seguridad económica y pobreza en la vejez: tensiones, expresiones y desafíos para el diseño de políticas

Abstract

El presente artículo sobre la seguridad económica en la vejez tiene como objetivos proponer un acercamiento conceptual para el análisis del tema; estudiar la situación de las personas mayores en lo que respecta a la seguridad de ingresos y examinar las políticas y programas aplicados en algunos países de la región. El esquema conceptual de análisis propuesto abarca factores generacionales, individuales y de los sistemas de protección social. En el caso de los abordajes programáticos, se persigue sistematizar algunas de intervenciones en materia de seguridad económica que se están realizando en algunos países de América Latina y el Caribe. En las conclusiones del artículo se resalta el papel de la ayuda familiar para lograr cierta seguridad económica en la vejez y el hecho de que la pobreza de las personas mayores es aún un fenómeno extendido. En cuanto a las políticas para mejorar la situación económica en la edad avanzada, se constata que están dirigidas a reducir el riesgo de caer en la pobreza, pero que no garantizan la seguridad de ingresos a este grupo social.
