Protección social universal, integral, sostenible y resiliente para erradicar la pobreza, reducir la desigualdad y avanzar hacia un desarrollo social inclusivo

Abstract

La protección social fue objeto de extensos debates en la Cumbre Mundial sobre Desarrollo Social de 1995. A lo largo de 75 años, la Comisión Económica para América Latina y el Caribe (CEPAL) ha desarrollado una agenda que prioriza la construcción de una sociedad de derechos para avanzar hacia un desarrollo sostenible. La CEPAL sostiene que la protección social es esencial para erradicar la pobreza, reducir las desigualdades e impulsar una estrategia exitosa de desarrollo social inclusivo, y promueve los sistemas de protección social universales, integrales, sostenibles y resilientes. Estos constituyen la base de los Estados de bienestar, que deberán enfrentarse a nuevos riesgos y tendencias como la transformación digital, la transición demográfica y epidemiológica, la crisis climática y los rápidos cambios que condicionan el futuro del mercado del trabajo. Es preciso establecer nuevos pactos sociales y fiscales para garantizar la sostenibilidad financiera de la protección social y avanzar hacia un desarrollo social inclusivo.
