Globalización dislocada: Prebisch, desbalances comerciales y el futuro de la economía global

Abstract

Este artículo analiza el proceso actual de globalización desde la crisis mundial de 2008. En un contexto mundial caracterizado por un menor dinamismo del crecimiento y del comercio mundial de bienes en relación con el auge que alcanzó la hiperglobalización en las décadas de 1990 y 2000, se plantea que, más que a un proceso de desglobalización, la economía internacional asiste a un proceso de poliglobalización, caracterizado por una mayor descentralización de la gobernanza de la economía mundial, la multipolaridad y la geoeconomía y el retorno de la política industrial. En este sentido, se reivindica el legado de Prebisch en torno a la centralidad que esta política tuvo en casos exitosos de desarrollo como el de la República de Corea. Se sostiene que una política industrial exitosa debe dinamizar las exportaciones así como armonizar las relaciones Estado-mercado en términos de autonomía e integración público-privada.
