Informalidad, protección social y bienestar en la crisis del COVID-19 en cuatro países latinoamericanos

Abstract

Se comparan los efectos de los choques en el mercado laboral y las respuestas de política social en el bienestar de las personas tras la irrupción de la pandemia de COVID-19 en la Argentina, el Brasil, Chile y el Uruguay. Se evalúa el papel de los ingresos laborales de los sectores formal e informal y de las transferencias sociales en el cambio observado en la distribución del ingreso y el bienestar. Se trabajó con microdatos de encuestas de hogares armonizadas y se realizó un análisis de microdescomposiciones por fuentes de ingresos. En los cuatro países la pérdida de ingresos laborales fue el principal mecanismo que explicó la pérdida de ingresos, y lo ocurrido en el sector informal fue determinante para explicar el incremento de la pobreza. Los ingresos por transferencias cumplieron un papel disímil sobre el bienestar según los países, tanto por la magnitud de su impacto como por su función en términos de equidad.
