Desigualdad horizontal y discriminación étnica en cuatro países latinoamericanos

Abstract

En este artículo se analiza la discriminación étnica en México, en relación con la de Chile, Colombia y el Perú, desde la óptica de la desigualdad horizontal. Se presentan sus múltiples vías de perpetuación y se señala el carácter secular de la segregación, enraizada en la época de la conquista por parte de naciones europeas, profundizada en la época colonial e institucionalizada en las cartas políticas que dieron origen a las repúblicas latinoamericanas y en las instituciones formales e informales que desde entonces se han conformado. No obstante el avance en materia del reconocimiento de los derechos políticos, sociales, culturales, colectivos y territoriales, y de la creación de instituciones para instrumentar políticas antidiscriminación, perdura una gran deuda social. Se identifican también brechas y se sugieren ciertas medidas para cerrarlas, a modo de implicaciones de políticas.
