Abstract

Recopila antecedentes destinados a servir como elementos en la redefinicion de politica que la situacion por la cual atraviesan la mayoria de los paises latinoamericanos esta exigiendo. Caracteriza sucintamente los problemas que enfrentan los gobiernos en la actual coyuntura y esboza dos prototipos de opciones de politica segun sea coyuntural o estructural el caracter que se le asigne a la crisis.
